Segment 1א׳
וְעוֹד וּשְׂעִיר עִזִּים אֶחָד, תְּרֵין שְׂעִירִין אִינּוּן, דְּאִתְּמַר עָלַיְיהוּ (ויקרא ט״ז:ח׳) וְלָקַח אֶת שְׁנֵי הַשְּׂעִירִים וְגוֹ' גּוֹרָל אֶחָד לַיְיָ וְגוֹרָל אֶחָד לַעֲזָאזֵל. שָׂעִיר לַיְיָ, בְּגִין מִיעוּט סִיהֲרָא, וְאִיהוּ שָׂעִיר אֶחָד לַיְדוָֹ"ד לְחַטָּאת. אֶחָד: מִסִּטְרָא דְּיִחוּדָא. אֲבָל שָׂעִיר דַּעֲזָאזֵל, לָא כְּתִיב בֵּיהּ אֶחָד, לָא קָרְבָּן, וְלָא אִשֶּׁה, וְלָא עוֹלָה. אֶלָּא וְשִׁלַּח בְּיַד אִישׁ עִתִּי הַמִּדְבָּרָה. וְשִׁלַּח, כִּדְאָמַר יַעֲקֹב (בראשית ל״ב:י״ט) מִנְחָה הִיא שְׁלוּחָה לַאדֹנִי לְעֵשָׂו. אוּף הָכִי שׁוֹחַד, לְתַּבְרָא רוּגְזָא דְּסָמָאֵ"ל, דְּלָא יִתְקְרִיב לְמַקְדְּשָׁא לְקַטְרְגָא.
And further: “and one he-goat.” There are two he-goats, of which it is said, “And he shall take the two goats,” etc., “one lot for the Lord, and the other lot for Azazel” (Lev. 16, 8). The he-goat for the Lord is on account of the diminishing of the moon; and it is “one he-goat to the Lord for a sin-offering.” “One”: from the side of the unity. But of the he-goat for Azazel, “one” is not written, nor “offering,” nor “fire-offering,” nor “burnt-offering”; but rather, “and shall send him away by the hand of an appointed man into the wilderness.” “And shall send” — as Jacob said, “it is a present sent to my lord, to Esau” (Gen. 32, 19). So too, a bribe, to break the anger of Samael, so that he should not draw near to the Temple to accuse.

לְכַלְבָּא דְּאִיהוּ רָעֵב, וּמַאן דְּבָעֵי דְּלָא נָשִׁיךְ לֵיהּ, יָהִיב לֵיהּ בִּשְׂרָא לְמֵיכַל, אוֹ נָהֲמָא, וְיַשְׁקֵי לֵיהּ מַיָּא. וְרָזָא דְּמִלָּה, (משלי כ״ה:כ״א) אִם רָעֵב שׂוֹנַאֲךָ הַאֲכִילֵהוּ לֶחֶם וְגוֹ'. וּבְדָא יִתְהָדַּר רְחִימוּ דְּבַּר נָשׁ, דְּלָא דַּיי דְּלָא נָשִׁיךְ לֵיהּ בְּכַמָּה יִסּוּרִין, אֶלָּא אִתְהַדָּר לְמֶהֱוִי לֵיהּ סַנֵּיגוֹרָא, וְאִתְהַדָּר רְחִימוֹי.
To a dog that is hungry: whoever wishes that it should not bite him gives it meat to eat, or bread, and gives it water to drink. And the mystery of the matter: “If your enemy is hungry, give him bread to eat,” etc. (Prov. 25, 21). And by this it turns back to love the man: for not only does it not bite him with many sufferings, but it turns to be an advocate for him, and turns back to love him.

וַאֲמַאי הֲווֹ שַׁלְחִין לֵיהּ בְּיַד אִישׁ עִתִּי, פָּגִים. בְּגִין דְּסִטְרִין אַחֲרָנִין כֻּלְּהוּ מָארֵי מוּמִין, וְאִתְקְרִיאוּ שְׂעִירִים, דִּכְתִּיב, (ישעיהו י״ג:כ״א) וּשְׂעִירִים יְרַקְּדוּ שָׁם. וְאִתְּמַר בְּהוֹן, (ויקרא י״ז:ז׳) וְלֹא יִזְבְּחוּ עוֹד אֶת זִבְחֵיהֶם לַשְּׂעִירִים. דְּעָלַיְיהוּ אִתְּמַר, (דברים ל״ב:י״ז) יִזְבְּחוּ לַשֵּׁדִים לֹא אֱלוֹהַּ. וּבְשָׂעִיר דָּא, אִתְפְּרַשׁ מִכֹּלָּא, וְנוֹשֵׂא כָּל חוֹבִין דְּיִשְׂרָאֵל עָלֵיהּ, כְּמָה דְאַתְּ אָמֵר, (ויקרא ט״ז:כ״ב) וְנָשָׂא הַשָּׂעִיר עָלָיו אֶת כָּל עֲוֹנוֹתָם. וְעוֹד, בָּתַר דְּנָטִיל אִיהוּ וְנָשָׂא. קוּדְשָׁא בְּרִיךְ הוּא נוֹשֵׂא עָוֹן. (שמות ל״ד:ז׳) מַאי בֵּין נוֹשֵׂא לְנָשָׂא. נָשָׂא: מָטוּלָא. נוֹשֵׂא: סְלִיקוּ דְּמָטוּלָא. (ובחבורא קדמאה) (ע"כ רע"מ)
And why did they send it by the hand of an appointed man — blemished ones? Because the other sides are all possessors of blemishes, and they are called se'irim, as it is written, “And satyrs (se'irim) shall dance there” (Isa. 13, 21). And it is said of them, “And they shall no more sacrifice their sacrifices to the satyrs” (Lev. 17, 7); for of them it is said, “They sacrificed to demons, no-gods” (Deut. 32, 17). And with this he-goat he is parted from all, and it bears all the sins of Israel upon itself, as you say, “And the goat shall bear (ve-nasa) upon him all their iniquities” (Lev. 16, 22). And further: after he has taken it up and borne it, the Holy One, blessed be He, is nose avon (forgiving iniquity) (Ex. 34, 7). What is the difference between nose and nasa? Nasa: the burden.
