Segment 1א׳
תּוֹסַפְתָּא פִּקּוּדָא לְאַקְרָבָא קָרְבְּנָא דְּאִיהוּ חַדְּתוּתָא דְּסִיהֲרָא בְּכָל יַרְחָא וְיַרְחָא, וּבְחַדְתּוּתֵי דִּילָה לְמִקְרַב חַבִיבוּתָא עֵילָא וְתַתָּא, וּלְאַעֲבָרָא זוֹהֲמָא מִבֵּי מַקְדְּשָׁא וקָרְבְּנָא דְרֹאשׁ חֹדֶשׁ סָלִיק לְעֵילָּא. בְּגִין לְאַמְשָׁכָא נְהִירוּ דְּאַנְפִּין מִמְקוֹרָא דִלְעֵילָּא, לְתַתָּא. דְדָּא אִיצְטְרִיךְ בְּגִין מִיעוּטָא וְזְעִירוּ דְּסִיהֲרָא,
Tosefta (a supplement). A precept: to offer the offering that is the renewal of the moon in every single month; and in her renewals to bring near the love of above and below, and to remove the filth from the sanctuary. And the offering of the New Moon ascends on high, in order to draw the light of the countenance from the source that is above, downward; for this is needed because of the diminishing and the smallness of the moon.
Segment 2ב׳
וְהַהוּא שָׂעִיר דְרֹאשׁ חֹדֶשׁ אִעְבָּר זוֹהֲמָא וְסָלִיק לֵיהּ דְּלָא חָפֵי לְסִיהֲרָא. וּכְדֵין אֲנְגִיד נְגִידָן לְגַבָּהּ מֵעֵילָּא לְתַתָּא וְאִתְנָהַרָת סִיהֲרָא כְּדְקָא יֵאוֹת. בְּגִין דְּשֵׂעִיר מֵפָנֵי זוֹהֲמָא תָּדִיר מִמַקְדְּשָׁא, וְגָרַם לְאַמְשָׁכָא נְהִירוּ מֵעֵילָּא לְתַתָּא. וְקָרְבְּנָא דָא סָלִיק לְעֵילָּא.
And that he-goat of the New Moon removes the filth and takes it away, so that it should not cover the moon. And then flowings are drawn toward her from above downward, and the moon is lit as is fitting; for the he-goat clears the filth away continually from the sanctuary, and causes the light to be drawn from above downward. And this offering ascends on high.

וּבְגִין כָּךְ כְּתִיב בּוֹ (ביה) (במדבר כ"ט) חַטָּאת לַה'. בְּגִין הַהוּא זוֹהֲמָא דְּחָפֵי לְסִיהֲרָא, וְאִיהוּ רָזָא דִּכְתִיב (בראשית ד׳:ז׳) לַפֶּתַח חַטָּאת רוֹבֵץ. וְאִי תֵּימָא אֲמַאי כְּתִיב חַטָּאת לַיְיָ, אֶלָּא וַדַּאי הַהוּא שָׂעִיר מָעְבְּרָא הַהוּא חַטָּאת, וְגָרַם לְאַמְשָׁכָא נְהִירוּ מֵעֵילָּא. וְדָא אִיהוּ וְשָׂעִיר עִזִים אֶחָד לְחַטָּאת, לְאַעֲבְּרָא לֵיהּ מִן מַקְדְּשָׁא. לַיְיָ, לְאַמְשָׁכָא נְהִירוּ מֵעֵילָּא. דְּכָד חַטָּאת אִתְעֲבַר, הַהוּא נְהִירוּ וְחֶדְוָה נָחִית מֵעֵילָּא לְתַתָּא. וְעַל דָּא סָלִיק קָרְבְּנָא דָא לְעֵילָּא וְקָרְבְּנָא דָא אִקְרֵי כַּפָּרָה, לְפַנָּאָה מַקְדְּשָׁא וּלְאַעֲבָרָא זוֹהֲמָא:
And therefore it is written of it (Num. 29), “a sin offering to the Lord”: because of that filth which covers the moon; and it is the mystery of what is written, “sin crouches at the door” (Gen. 4, 7). And if you should say, why is it written “a sin offering to the Lord”? — but assuredly that he-goat removes that sin, and causes the light to be drawn from above. And this is “and one he-goat for a sin offering”: to remove it from the sanctuary; “to the Lord”: to draw the light from above. For when the sin is removed, that light and joy descends from above downward. And therefore this offering ascends on high, and this offering is called an atonement — to clear the sanctuary and to remove the filth.
