Se’if 1א׳
Lending to the poor, and not pressing him, and not taking in pledge utensils used in preparing food, nor from a widow; and the return of the pledge; and the law of the arrangement (the necessities the court sets aside for a debtor); it contains thirty se'ifim. It is a positive commandment to lend to the poor of Israel, and it is a greater mitzvah than charity; and one's poor relative comes before other poor, and the poor of his city come before the poor of another city. And even a rich man who needs to borrow — it is a mitzvah to lend to him for the time being, and to benefit him even with words, and to advise him with counsel that is fitting for him.
Se’if 2ב׳
It is forbidden to press the borrower to pay when one knows that he has nothing; and even to show oneself to him is forbidden, because he is ashamed on seeing the lender when his hand cannot reach to pay.
Se’if 3ג׳
It is forbidden for the borrower to withhold his fellow's money and say to him, "Go, and come back, and tomorrow I will give it", when he has it with him.
