Se’if 1א׳

צריך החובל לפייס הנחבל שימחול לו. ובו ב סעיפים: החובל בחבירו אע"פ שנתן לו ה' דברים אינו מתכפר לו עד שיבקש ממנו וימחול לו ואסור לנחבל להיות אכזרי מלמחול כי אין זה דרך זרע ישראל אלא כיון שבקש ממנו החובל ונתחנן לו פעם ראשונה ושניה וידוע שהוא שב מחטאו וניחם מרעתו ימחול לו וכל הממהר למחול הרי זה משובח ורוח חכמים נוחה הימנו: הגה ועיין בא"ח סי' תר"ו אסור לבקש דין מן השמים על חבירו שעשה לו רעה ודוקא דאית ליה דיינא בארעא וכל הצועק על חבירו הוא נענש תחלה (גמרא פ' החובל) וי"א דאפי' לית ליה דיינא בארעא אסור לצעוק עליו אא"כ הודיעו תחלה (הר"ן פ"ק דר"ה):

One who wounds must appease the one wounded so that he forgives him; it contains two se'ifim. One who wounds his fellow, even though he gave him the five things, is not atoned for until he asks of him and he forgives him. And it is forbidden for the one wounded to be cruel and not forgive, for this is not the way of the seed of Israel; rather, once the one who wounds has asked of him and entreated him a first and a second time, and it is known that he has turned from his sin and regretted his wrongdoing, he shall forgive him; and whoever is quick to forgive is praiseworthy, and the spirit of the Sages is pleased with him. Hagah [Rema]: And see Orach Chayim, siman 606. It is forbidden to ask for judgment from Heaven upon one's fellow who did him wrong — and specifically where he has a judge on earth; and whoever cries out against his fellow is punished first (Gemara, chapter "One who wounds"). And some say that even if he has no judge on earth, it is forbidden to cry out against him unless he has informed him first (the Ran, the first chapter of Rosh Hashanah).
