Se’if 1א׳
כל דבר המזיק אין מוציאין אותו לר"ה. ובו ז סעיפים: לא יסקל אדם מרשותו לר"ה ואין עושין חלל תחת ר"ה ולא בורות ולא שיחין ולא מערות ואע"פ שהעגלה יכולה להלך על גביהן והיא טעונה אבנים שמא תפחת מלמטה שלא מדעתו: הגה וי"א דאע"ג דהכי דינא הוא מ"מ כבר נהגו לעשות ביבין ומרתפות תחת חלל ר"ה וכן זיזין וכולן מוחלין על כך מאחר שכן נהגו ועוד שר"ה הם של מושלי העיר ולכל מה שנותנין רשות אזלינן בתריה ולפי ענין המנהג (ב"י בשם רשב"א) והחופר בור לצורכי רבים מותר:
No damaging thing is taken out into the public domain; it contains seven se'ifim. A person shall not clear stones from his domain into the public domain; and one does not make a hollow under the public domain — neither pits, nor ditches, nor caves — even though a wagon loaded with stones can go over them, lest it give way from below without his knowledge. Hagah [Rema]: And some say that even though this is the law, nevertheless they have already become accustomed to make sewers and cellars under the space of the public domain, and likewise projections, and all waive this, since that is their custom; and moreover, the public domain belongs to the rulers of the city, and in whatever they give permission we follow it, according to the matter of the custom (Beit Yosef in the name of the Rashba). And one who digs a pit for the needs of the public is permitted.

אין מוציאין זיזין וגזוזטראות לר"ה אא"כ היו למעלה מגמל ורוכבו והוא שלא יאפיל הדרך על גבי ר"ה ואם רצה כונס לתוך שלו ומוציאו כנס ולא הוציא ה"ז מוציא כל זמן שירצה אבל אינו יכול להחזיר הכתלים למקומם לעולם שכל מצר שהחזיקו בו רבים אסור לקלקלו: הגה ודוקא במקום שרבים דורסים בו אבל אם אין דורסים שם כגון שבנה שם אצטבא אע"ג דרבים מעבירים שם משאם יכול להחזיר הכותל למקומו (ב"י בשם רבי' ירוחם):
They do not put out projections and balconies into the public domain unless they are above a camel and its rider, and provided he does not darken the road over the public domain. And if he wishes, he draws in into his own and puts out. If he drew in and did not put out, he may put out whenever he wishes; but he can never return the walls to their place, for any boundary strip over which the public has established a presumptive right, it is forbidden to spoil. Hagah [Rema]: And specifically in a place where the public tread; but if they do not tread there — for example, he built a bench there — even though the public pass their loads there, he can return the wall to its place (Beit Yosef in the name of Rabbeinu Yerucham).
Se’if 3ג׳
לקח חצר ובה זיזין וגזוזטראות יוצאות לר"ה ה"ז בחזקתה ואם נפלה חוזר ובונה אותה כשהיתה:
If he bought a courtyard with projections and balconies in it going out into the public domain, it stands in its presumptive right; and if it fell, he goes back and builds it as it was.
