They are derived from the proper-noun tagging of our own corpus, not from a list somebody typed. A name is not a person: Azaryah is one name that nineteen different men bear, and Shaul is one name shared by an Edomite king and by the king of Israel — which is why the first appearance of a name is sometimes not the first appearance of the figure you had in mind.
