אָמַר רַבִּי שִׁמְעוֹן, אֶלְעָזָר, תָּא חֲזֵי, מִיּוֹמָא תִּנְיָינָא שָׁרִיאוּ מַיָּיא לְאִתְחֲזָאָה, כֵּיוָן דְּשָׁרִיאוּ מַיִם, מִיּוֹמָא תְּלִיתָאָה אִיהִי שָרַת עָלַיְיהוּ, וְאִינּוּן מַיִם לָא הֲווֹ יַדְעֵי בַּבְלָאֵי (ס"א בכולא), אֲמַאי רְשִׁימִין הָכָא, דְּהָא טוּבָא דְּיִשְׂרָאֵל לָא הֲוִי בַּאֲתָר דְּמִעוּטָא, אֶלָּא בַּאֲתָר דְּרִבּוּיָיא. וּבְגִין דְּאִלֵּין מַיִין דִּרְשִׁימִין הָכָא אִתְמַעֲטָן, אָתֵי קְרָא לְאַשְׁמְעִינָן דִּכְתִּיב, וְהַמַּיִם אִינּוּן דִּיְדִיעָן בְּיוֹמֵי דְּחַג, אִינּוּן דִּרְשִׁימִין גּוֹ קָרְבְּנִין, דְּאִינּוּן טוּרֵי לְוָוטִין, הָיוּ הָלוֹךְ וְחָסוֹר טוּבָא דִּלְהוֹן, וּנְגִידוּ דְּאַנְגִּיד עָלַיְיהוּ, הָיוּ הָלוֹךְ וְחָסוֹר, וּבְגִין דְּאִינּוּן מַיִם דִּלְהוֹן הוּא, לָא אִתְחַבְּרָן אַתְוָון, דְּלָא יִתְחַבָּר טוּבָא דִּלְהוֹן, אֶלָּא זְעֵיר זְעֵיר.

R. Simeon said: Eleazar, observe: from the second day the waters begin to be seen. Once the waters have begun, from the third day she rests upon them. And these waters — the Babylonians (a variant reads: at all) did not know why they are marked here; for the good of Israel is not in a place of diminishing, but in a place of increase. And because these waters that are marked here diminish, the verse comes to teach us, as it is written: “And the waters” — those known in the days of the Festival, those marked within the offerings, which are the mountains of curses — “decreased continually”: their good, and the flow that is drawn down upon them, “decreased continually”. And because these waters are theirs, the letters are not joined, so that their good should not be joined, except little by little.

אֲבָל לְיִשְׂרָאֵל, דְּאִינּוּן מְּקוּדְשָׁא בְּרִיךְ הוּא, מַה כְּתִיב. (תהילים ל״ד:י״א) וְדוֹרְשֵׁי יְיָ לֹא יַחְסְרוּ כָּל טוֹב. רֵישֵׁיהּ דִּקְרָא, כְּפִירִים רָשׁוּ וְרָעֵבוּ, אִלֵּין מְמָנָן דִּשְׁאַר עַמִּין. וְדוֹרְשֵׁי יְיָ, אִלֵּין יִשְׂרָאֵל, לֹא יַחְסְרוּ כָּל טוֹב, אִלֵּין אַזְלִין וְאִסְתַּלָּקוּ לְעֵילָּא לְעֵילָּא. וּבְגִין כָּךְ, טוּבָא דִּלְהוֹן דְּאִינּוּן מַיִם, הָיוּ הָלוֹךְ וְחָסוֹר. עַד הַחֹדֶשׁ הָעֲשִׂירִי. דָּא טֵבֵת, דְּהָא כְּדֵין יְמֵי הָרָעָה הֲווֹ, וְאִתְעֲרַת הַהִיא רָעָה וְאִתְתַּקְפַת, וְכַלָּה קַדִּישָׁא לָא אַנְהִירַת מִגּוֹ שִׁמְשָׁא, כְּדֵין נִרְאוּ רָאשֵׁי הֶהָרִים, אִלֵּין אִינּוּן הֲרֵי חֲשׁוֹכָא, טוּרִין דִּלְוָוטִין אִתְחָזוּן וְאִתְתְּקָפוּ, וְעַבְדִין בִּישִׁין בְּעָלְמָא.

But of Israel, who are of the Holy One, blessed be He, what is written? “But they that seek the Lord want no good thing” (Ps. 34, 11). The beginning of the verse, “The young lions do lack, and suffer hunger”: these are the chieftains of the other nations. “But they that seek the Lord”: these are Israel. “Want no good thing”: these go on and rise higher and higher. And therefore their good, which is the waters, “decreased continually until the tenth month”: this is Tevet; for then were the days of evil, and that evil was roused and grew strong, and the holy bride did not shine from within the sun. Then “were the tops of the mountains seen”: these are the mountains of darkness — the mountains of curses were seen and grew strong, and do evil in the world.

בְּיוֹמִין אִלֵּין, אִשֶּׁה בְּהַאי עוֹלָה, דְּהָא כְּדֵין הָנֵי אִשִּׁים אָכְלֵי חוּלָקֵיהוֹן. שִׁבְעִים פָּרִים אִלֵּין, אִינּוּן לָקֳבֵל שִׁבְעִים מְמָנָן, דְּשַׁלְטוּ עַל שִׁבְעִין עַמִּין. וְסַלְּקִין בְּיוֹמָא קַדְמָאָה, וְנַחְתֵּי בְּכָל יוֹמָא וְיוֹמָא, וְאִקְרוּן פָּרִים מְנַגְּחִין בְּיוֹמִין דִּלְהוֹן. אֵילִם, (חסר) אַרְבֵּיסָר, תְּרֵין בְּכָל יוֹמָא אִינּוּן יָ"ד יְהוָֹ"ה. יְדָא דְּשָׁלִיטָא עָלַיְיהוּ תָּדִיר, בְּכָל יוֹמָא וְיוֹמָא. אַמְרִין בְּנֵי שָׁנָה, מִנְיָינָא דִּלְהוֹן חֵ"ץ.

In these days there is a “fire-offering” in this burnt-offering, for then these fire-offerings eat their portions. These seventy bullocks correspond to the seventy chieftains who rule over the seventy nations. And they go up on the first day, and go down on each and every day; and they are called goring bulls in their days. Rams (lacking) — fourteen, two on each day: they are the yad of the Lord, the hand that rules over them always, on each and every day. Lambs of the first year: their number is chetz (ninety-eight).
