(שמות כ׳:ט״ו) וְכָל הָעָם רוֹאִים אֶת הַקּוֹלוֹת וְאֵת הַלַּפִּידִים. וְכִי רוֹאִים אֶת הַקּוֹלוֹת אֶלָּא וְכָל הָעָם רוֹאִים אֵת הַקּוֹלוֹת, אוֹתָן קוֹלוֹת שֶׁנֶּאָמַר (תהילים כ״ט:ג׳) קוֹל יְיָ עַל הַמָּיִם אֵל הַכָּבוֹד הִרְעִים. קוֹל יְיָ בַּכֹּחַ. וְאוֹמֵר (ישעיהו י׳:י״ג) בְּכֹחַ יָדִי עָשִׂיתִי. וְאוֹמֵר (ישעיהו מ״ח:י״ג) אַף יָדִי יָסְדָה אֶרֶץ. (תהילים כ״ט:ד׳) קוֹל ה' בֶּהָדָר. וְאוֹמֵר (תהילים קי״א:ג׳) הוֹד וְהָדָר פָּעֳלוֹ וְצִדְקָתוֹ. (תהילים כ״ט:ה׳) קוֹל יְיָ שׁוֹבֵר אֲרָזִים, זֶה קֶשֶׁת שֶׁמְשַּׁבֶּרֶת עֲצֵי אֲרָזִים וַעֲצֵי בְּרוֹשִׁים. (תהילים כ״ט:ז׳) קוֹל יְיָ חוֹצֵב לַהֲבוֹת אֵשׁ, זֶה שֶּׁעוֹשֶׂה שָׁלוֹם בֵּין הָאֵשׁ וּבֵין הַמַּיִם שֶׁחוֹצֵב כֹּחַ הָאֵשׁ וּמוֹנִעַ אוֹתוֹ מִלִלְחוֹךְ הַמַּיִם גַּם מוֹנִעַ מִלְכָבּוֹתוֹ. (תהילים כ״ט:ח׳) קוֹל יְיָ יָחִיל מִדְבָּר, שֶׁנְּאמַר (תהילים י״ח:נ״א) וְעוֹשֶׂה חֶסֶד לִמְשִׁיחוֹ לְדָוִד וּלְזָרְעוֹ עַד עוֹלָם. יוֹתֵר מִן הַמִּדְבָּר. (תהילים כ״ט:ט׳) קוֹל יְיָ יְחוֹלֵל אַיָּלוֹת וַיֶחֱשׂוֹף יְעָרוֹת וּבְהֵיכָלוֹ כֻּלּוֹ אוֹמֵר כָּבוֹד. דִּכְתִיב (שיר השירים ב׳:ז׳) הִשְׁבַּעְתִּי אֶתְכֶם בְּנוֹת יְרוּשָׁלַיִם בִּצְבָאוֹת אוֹ בְּאַיְלוֹת הַשָּׂדֶה. הָא לַמָדְתָּ שֶׁבְּשֶׁבַע קוֹלוֹת נִיתָּנָה הַתּוֹרָה וּבְכוּלָּם נִגְלָה עֲלֵיהֶם אֲדוֹן הַעוֹלָם, וְרָאוּם. וְהַיְינוּ, דִּכְתִיב (שמות ב') וְכָל הָעָם רוֹאִים אֶת הַקּוֹלוֹת.

“And all the people saw the voices and the torches” (Ex. 20, 15). And do they see voices? Rather: “And all the people saw the voices” — those voices of which it is said, “The voice of the Lord is upon the waters; the God of glory thunders” (Ps. 29, 3). “The voice of the Lord is in strength”; and it says, “By the strength of my hand I have done it” (Isa. 10, 13); and it says, “My hand also has laid the foundation of the earth” (Isa. 48, 13). “The voice of the Lord is in majesty” (Ps. 29, 4); and it says, “Glory and majesty are His work, and His righteousness” (Ps. 111, 3). “The voice of the Lord breaks the cedars” (Ps. 29, 5) — this is the rainbow, which breaks trees of cedar and trees of cypress. “The voice of the Lord hews out flames of fire” (Ps. 29, 7) — this is the one who makes peace between the fire and the water, who hews away the strength of the fire and restrains it from licking up the water, and restrains the water as well from quenching it. “The voice of the Lord makes the wilderness tremble” (Ps. 29, 8) — as it is said, “And He shows mercy to His anointed, to David and to his seed for evermore” (Ps. 18, 51): more than the wilderness. “The voice of the Lord makes the hinds to calve, and strips the forests bare; and in His temple all of it says: Glory” (Ps. 29, 9) — as it is written, “I adjure you, O daughters of Jerusalem, by the gazelles, or by the hinds of the field” (S. S. 2, 7). Thus you have learnt that the Torah was given with seven voices, and in all of them the Lord of the world was revealed to them, and they saw them. And this is what is written, “And all the people saw the voices” (Ex. 20, 15).

כָּתוּב אֶחָד אוֹמֵר (תהילים י״ח:י׳) וַיֵּט שָּׁמַיִם וַיֵּרַד וַעֲרָפֶל תַּחַת רַגְלָיו. וְכָתוּב אֶחָד אוֹמֵר (שמות כ׳:י״ט) כִּי מִן הַשָּׁמַיִם דִּבַּרְתִי עִמָּכֶם. הַא כֵּיצָד אִשׁוֹ הַגְּדוֹלָה הָיְתָה בָּאָרֶץ שֶׁהוּא קוֹל אֶחָד, וּשְׁאָר קוֹלוֹת הָיוּ בַּשָׁמַיִם דִּכְתִיב (דברים ד׳:ל״ו) מִן הַשָּׁמַיִם הִשְׁמִיעֲךָ אֵת קוֹלוֹ לְיַסְּרֶךָּ וְעַל הָאָרֶץ הֶרְאֲךָ אֵת אִשׁוֹ הַגְּדוֹלָה וּדְבָרָיו שָׁמַעְתָּ מִתּוֹך הָאֵשׁ. וּמַאי הִיא גְּדוֹלָה, (שמאלו) וּמֵאֵלוּ הָיָה יוֹצֵא דִבּוּר מִתּוֹך הָאֵשׁ שֶׁנֶּאֱמַר, וּדְבָרָיו שָׁמַעְתָּ מִתּוֹך הָאֵשׁ.

One verse says, “He bowed the heavens and came down; and thick darkness was under His feet” (Ps. 18, 10), and another verse says, “For I have spoken with you from heaven” (Ex. 20, 19). How is this? His great fire was upon the earth, which is one voice, and the rest of the voices were in the heavens — as it is written, “Out of heaven He made you hear His voice, that He might instruct you; and upon earth He made you see His great fire; and you heard His words out of the midst of the fire” (Deut. 4, 36). And what is “great”? (His left.) And from these the speech went forth out of the midst of the fire, as it is said, “and you heard His words out of the midst of the fire.”

וּמַאי (דברים ד׳:י״ב) וּתְּמוּנָה אֵינְכֶם רוֹאִים זוּלָתִי קוֹל, הַהוּא כִּדְאָמַר לָהֶם מֹשֶׁה לְיִשְׂרָאֵל (דברים ד׳:י״ב) כִּי לֹא רְאִיתֶם כָּל תְּמוּנָה. תְּמוּנָה וְלא כָּל תְּמוּנָה. מָשָׁל לְמָה הַדָּבָר דּוֹמֶה, לְמֶלֶךְ שֶׁהָיָה עוֹמֵד עַל עֲבָדָיו מְעוּטָף בִּכְסוּת לְבָנָה לֹא דָּי לְאֵימַת הַמֶּלֶךְ שֶׁיִסְתָּכְּלוּ בִּלְבוּשָׁיו וְעוֹד רָחוֹק הָיָה הַמֶּלֶךְ וְשָׁמְעוּ קוֹלוֹ, יְכוֹלִין לִרְאוֹת גְרוֹנוֹ אֲמַרְתָּ לֹא, הַא לָמַדְּתָ שֶׁרָאוּ תְמוּנָה וְלא כָּל תְמוּנָה. וְהַיְינוּ דִּכְתִיב, וּתְמוּנָה אֵינְכֶם רוֹאִים זוּלָתִי קוֹל. וּכְתִיב (דברים ד׳:י״ב) קוֹל דְּבָרִים אַתֶּם שׁוֹמְעִים.

And what is “and you saw no form, only a voice” (Deut. 4, 12)? It is as Moses said to Israel, “for you saw no manner of form” (Deut. 4, 12) — a form, and not the whole of a form. To what may the matter be likened? To a king who stood over his servants wrapped in a white garment. Was it not enough, for the awe of the king, that they should gaze upon his garments? And further, the king was far off and they heard his voice — could they see his throat? You would say: no. Thus you have learnt that they saw a form, and not the whole of a form. And this is what is written, “and you saw no form, only a voice.” And it is written, “You heard the voice of words” (Deut. 4, 12).
