Se’if 1א׳
הַתְּרוּמוֹת וּמַעַשְׂרוֹת אֵינָם נוֹהֲגִים מִן הַתּוֹרָה אֶלָּא בְּאֶרֶץ יִשְׂרָאֵל, בֵּין בִּפְנֵי הַבַּיִת בֵּין שֶׁלֹּא בִּפְנֵי הַבַּיִת, וּנְבִיאִים הִתְקִינוּ שֶׁיִּהְיוּ נוֹהֲגִים אֲפִלּוּ בְּאֶרֶץ שִׁנְעָר, מִפְּנֵי שֶׁהִיא סְמוּכָה לְאֶרֶץ יִשְׂרָאֵל, וְרֹב יִשְׂרָאֵל הוֹלְכִים וְשָׁבִים שָׁם. וַחֲכָמִים הָרִאשׁוֹנִים הִתְקִינוּ שֶׁיִּהְיוּ נוֹהֲגִים אַף בְּאֶרֶץ מִצְרַיִם וּבְאֶרֶץ עַמּוֹן וּמוֹאָב, מִפְּנֵי שֶׁהֵם סְבִיבוֹת לְאֶרֶץ יִשְׂרָאֵל. סוּרְיָא, הַקּוֹנֶה בָּהּ שָׂדֶה חַיֶּבֶת בִּתְרוּמוֹת וּמַעַשְׂרוֹת מִדִּבְרֵי סוֹפְרִים. וּשְׁאָר הָאֲרָצוֹת, אֵין תְּרוּמוֹת וּמַעַשְׂרוֹת נוֹהֲגוֹת בָּהֶן.
Terumah (the priestly portion) and tithes apply by Torah law only in the Land of Israel, whether the Temple stands or not; and the Prophets ordained that they should apply even in the land of Shinar, because it is close to the Land of Israel and most Israelites go back and forth there. And the early Sages ordained that they should apply also in the land of Egypt and in the land of Ammon and Moab, because they lie round about the Land of Israel. Syria: one who acquires a field there — it is liable to terumah and tithes by the words of the Scribes. And in the other lands terumah and tithes do not apply.
Se’if 2ב׳
בַּזְּמַן הַזֶּה, אֲפִלּוּ בְּמָקוֹם שֶׁהֶחֱזִיקוּ בּוֹ עוֹלֵי בָּבֶל, וַאֲפִלּוּ בִּימֵי עֶזְרָא, אֵין חִיּוּב תְּרוּמוֹת וּמַעַשְׂרוֹת מִן הַתּוֹרָה, אֶלָּא מִדִּבְרֵיהֶם. מִפְּנֵי שֶׁנֶּאֱמַר: כִּי תָבֹאוּ, מַשְׁמָע בִּיאַת כֻּלְּכֶם וְלֹא בִּיאַת מִקְּצָתָן, כְּמוֹ שֶׁהָיְתָה בִּימֵי עֶזְרָא. הַגָּה: וְיֵשׁ חוֹלְקִין, וּסְבִירָא לְהוּ דְּחַיָּבִין עַכְשָׁו בְּאֶרֶץ יִשְׂרָאֵל בִּתְרוּמוֹת וּמַעַשְׂרוֹת מִדְּאוֹרַיְתָא, אַךְ לֹא נָהֲגוּ כֵּן (טוּר בְּשֵׁם ר"י).
In this era, even in a place where Jews ascending from the Diaspora have acquired a presumption of ownership, and even in the days of Ezra (the Scribe), there is no pentateuchal obligation of priestly gifts and tithes; rather, a rabbinic obligation exists, since the verse says, "When you shall come...," implying when all of you will ascend to the land, and not a partial Aliyah, as there was in the days of Ezra. Gloss: And there are dissenters, and their position is that [even] nowadays we are biblically obligated in the land of Israel in priestly gifts and tithes, yet we do not follow this custom (Yaakov ben Asher (Ba'al ha-Turim) quoting Rabeinu Yitzchak).

עוֹבֵד כּוֹכָבִים שֶׁקָּנָה קַרְקַע בְּאֶרֶץ יִשְׂרָאֵל, וְחָזַר יִשְׂרָאֵל וּלְקָחָהּ מִמֶּנּוּ, מַפְרִישׁ תְּרוּמוֹת וּמַעַשְׂרוֹת. מַה שֶּׁאֵין כֵּן בְּסוּרְיָא.
An idolater (oved kokhavim — the standing term for a gentile) who bought land in the Land of Israel, and an Israelite in turn bought it from him — he separates terumah and tithes. This is not so in Syria.
