Se’if 1א׳
אַף עַל פִּי שֶׁאָדָם שׁוֹמֵעַ כָּל הַתּוֹרָה כֻּלָּהּ כָּל שַׁבָּת בְּצִבּוּר, חַיָּב לִקְרוֹת לְעַצְמוֹ בְּכָל שָׁבוּעַ פָּרָשַׁת אוֹתוֹ הַשָּׁבוּעַ שְׁנַיִם מִקְרָא וְאֶחָד תַּרְגּוּם אֲפִלּוּ עֲטָרוֹת וְדִיבֹן. (בַּמִּדְבָּר לב, ג).
Even though each person hears the Torah reading each week in the public reading, we are obligated to read each parasha twice in the hebrew and once in the Aramaic targum. Even the verse "Atarot v'divon" (Numbers 32:3).
Se’if 2ב׳
אִם לָמַד הַפָּרָשָׁה בְּפֵרוּשׁ רַשִׁ"י חָשִׁיב כְּמוֹ תַּרְגּוּם, וִירֵא שָׁמַיִם יִקְרָא תַּרְגּוּם וְגַם פֵּרוּשׁ רַשִׁ"י.
Rashi's commentary shares the status of Targum, and those who fear Heaven will read the parashah with both Rashi's commentary AND the targum.
Se’if 3ג׳
מִיּוֹם רִאשׁוֹן וָאֵילָךְ חָשׁוּב עִם הַצִּבּוּר.
The first day of the week is considered 'with the congregation.'
