רעיא מהימנא (דברים ט״ז:י״ח) שׁוֹפְטִים וְשׁוֹטְרִים תִּתֶּן לְךָ בְּכָל שְׁעָרֶיךְ אֲשֶׁר יְיָ' אֱלֹהֶיךָ נוֹתֵן לְךָ וְגוֹ'. בְּפִקּוּדָא דָּא, מָנֵי שׁוֹפְטִים וְשׁוֹטְרִים. וְעוֹד (תהילים ע״ה:ח׳) כִּי אֱלֹהִים שׁוֹפֵט, כִּי י' (מ', מניה) יוֹ"ד דְּחוּשְׁבָּנֵיהּ כ', כֶּתֶר (בתר) הָכָא, כ' אֱלֹהִים שׁוֹפֵט, זֶה יַשְׁפִּיל ה"א ה"א (ה"ה), וְזֶה יָרִים דָּא (ו"ו) ו' ו'.
Ra'aya Meheimna (the Faithful Shepherd). “Judges and officers shall you appoint for yourself in all your gates, which the Lord your God gives you,” etc. (Deut. 16, 18). In this precept, to appoint judges and officers. And further: “For God is judge” (Ps. 75, 8). Ki: the Yod (a variant reads mem, mineih). Yod, whose reckoning is Kaph: keter (crown) here (a variant reads batar). Kaph: “God is judge.” “He puts down one”: He and He (a variant reads He-He). “And lifts up another”: this one (a variant reads Vau-Vau), Vau and Vau.
