Se’if 1א׳
אָסוּר לְיִשְׂרָאֵל לִטֹּל צְדָקָה מִן הָעוֹבְדֵי כּוֹכָבִים בְּפַרְהֶסְיָא. וְאִם אֵינוֹ יָכוֹל לִחְיוֹת בַּצְּדָקָה שֶׁל יִשְׂרָאֵל, וְאֵינוֹ יָכוֹל לִטְּלָהּ מֵהָעוֹבֵד כּוֹכָבִים בְּצִנְעָא, הֲרֵי זֶה מֻתָּר.
It is forbidden for an Israelite to take charity from idolaters in public. And if he cannot live on the charity of Israelites, and cannot take it from the idolater in private, this is permitted.
Se’if 2ב׳
מֶלֶךְ אוֹ שַׂר עוֹבֵד כּוֹכָבִים שֶׁשָּׁלַח מָמוֹן לְיִשְׂרָאֵל לִצְדָקָה, אֵין מַחֲזִירִין אוֹתוֹ מִשּׁוּם שְׁלוֹם מַלְכוּת, אֶלָא נוֹטְלִין מִמֶּנּוּ וְיִנָּתֵן לַעֲנִיֵי נָכְרִים בַּסֶתֶר, כְּדֵי שֶׁלֹּא יִשְׁמַע הַמֶּלֶךְ. הַגָּה: וְיֵשׁ אוֹמְרִים דְּיַעֲשֶׂה בָּהֶן מַה שֶּׁצִּוָּה לוֹ הַמּוֹשֵׁל. (כָּךְ מַשְׁמָע מִפֵּרוּשׁ רַשִׁ"י וְתוֹסָפוֹת מֵעֻבְדָּא דְּאִמֵּיהּ דִּשְׁבוֹר מַלְכָּא). וְכָל זֶה דַּוְקָא כְּשֶׁנּוֹתְנִין מָעוֹת לִצְדָקָה, אֲבָל אִם מְנַדְּבִין דָּבָר לְבֵית הַכְּנֶסֶת, מְקַבְּלִים מֵהֶם (בֵּית יוֹסֵף בְּשֵׁם הַתּוֹסָפוֹת סִימָן רנ"ט בְּשֵׁם מ"כ וְהוּא בְּדִינִים וַהֲלָכוֹת מהרי"ו סי' ס"ז וְכֵן הוּא בְּהג"ה בא"ח סי' קנ"ד סי"א), אֲבָל לֹא מִן הַמּוּמָר. (ג"ז שָׁם) וְעַיֵּן לְקַמָּן סי' רנ"ט סָעִיף ד'.
A king or a minister who is an idolater who sent money to Israelites for charity — they do not send it back, on account of the peace of the kingdom; rather they take it from him, and it is given to the poor of the gentiles in secret, so that the king will not hear. Hagah [Rema]: And there are those who say that one should do with it what the ruler commanded him (so it is implied by the commentary of Rashi and the Tosafot on the incident of the mother of King Shapur). And all this is specifically when they give money for charity; but if they donate something to the synagogue, they accept it from them (Beit Yosef in the name of the Tosafot, siman 259, in the name of Matza Katuv, and it is in the Laws and Rulings of Maharyu, siman 67, and so it is in a Hagah in Orach Chayim, siman 154, se'if 11), but not from an apostate (this too is there).
