Se’if 1א׳
It is forbidden to bathe on the Day of Atonement, whether in hot water or in cold; and even to put one's finger into water is forbidden. And if his hands or his feet or the rest of his body were soiled with mud or with excrement, or blood dripped from his nose, it is permitted to wash them, for they forbade only washing for pleasure.
Se’if 2ב׳
A man washes his hands in the morning and recites the blessing over the washing of the hands; and he should take care to wash only up to the end of the knuckles of his fingers, and he should not intend the pleasure of washing but only to remove the evil spirit from the hands (Hagahot Maimoni).
Se’if 3ג׳
If he urinated and rubbed with his hand, or relieved himself and wiped, it is permitted to wash, since his hands are soiled, and he washes up to the end of the knuckles of his fingers; and if he wishes to pray, even if he did not wipe, it is also permitted to wash up to the end of the knuckles of his fingers. Hagah [Rema]: And likewise a priest who goes up to the platform washes his hands, even though they are clean, since any washing in which he does not intend pleasure is permitted (Hagahot Maimoni, chapter 3 of the Laws of the Day of Atonement, and Maharil); and therefore even one who has come from the road and whose feet are weary is permitted to wash them (Beit Yosef in the name of Hagahot Maimoni and Semag and Tur, Laws of the Ninth of Av).
