Se’if 1א׳

אֵין אוֹמְרִים הַלֵּל בְּרֹאשׁ הַשָּׁנָה וְיוֹם הַכִּפּוּרִים. הַגָּה: וְנוֹהֲגִין לוֹמַר אָבִינוּ מַלְכֵּנוּ עַל הַסֵּדֶר, וְאִם הוּא שַׁבָּת אֵין אוֹמְרִים אוֹתוֹ (רַ"ן פ"ב דְּרֹאשׁ הַשָּׁנָה וְרִיבַ"שׁ סִימָן תקי"ב). וּמַאֲרִיכִים בְּפִיּוּטִים וּתְפִלּוֹת עַד חֲצוֹת (מַהֲרִי"ל).

We do not say hallel on Rosh HaShanah and also not on Yom Kippur. Rema: Our custom is to say Avinu Malkenu according to the order, but if it falls on Shabbat we do not say it. And we lengthen the piyutim and prayers until noon.

Se’if 2ב׳

מוֹצִיאִין ב' סִפְרֵי תּוֹרָה; בְּאֶחָד קוֹרִין חֲמִשָּׁה מִוְּה' פָּקַד אֶת שָׂרָה עַד וַיְהִי אַחַר הַדְּבָרִים הָאֵלֶּה, וְאִם הוּא שַׁבָּת קוֹרִין בּוֹ ז', וּמַפְטִיר קוֹרֵא בְּשֵׁנִי בְּפָרָשַׁת פִּנְחָס: וּבַחֹדֶשׁ הַשְּׁבִיעִי, וּמַפְטִיר: וַיְהִי אִישׁ אֶחָד מִן הָרָמָתַיִם, עַד וְיָרֵם קֶרֶן מְשִׁיחוֹ. הַגָּה: וְיֵשׁ מְקוֹמוֹת שֶׁנּוֹהֲגִים לִקְרוֹת הַתּוֹקֵעַ מִמִּנְיַן הַחֲמִשָּׁה הָעוֹלִים לְסֵפֶר תּוֹרָה (כָּל בּוֹ).

2. We take out two Torah scrolls. In the first one, we read five portions from "God attended Sarah" [Genesis 21:1] until "After these things" [Genesis 22:1]. If it is Shabbat, we read seven portions [from this selection]. The maftir reads from the second scroll from Pinchas, "In the seventh month..." [Numbers 29:1] and for the haftarah, "There was a man from Ramatayim" [1 Samuel 1:1] until "He will bring triumph to His annointed one" [1 Samuel 2:10]. Rem"a: Some places have the custom of calling up the shofar blower for one of the five aliyot to the Torah (Kol Bo).

בְּנֵי אָדָם הַחֲבוּשִׁים בְּבֵית הָאֲסוּרִים אֵין מְבִיאִין אֶצְלָם סֵפֶר תּוֹרָה, אֲפִלּוּ בְּרֹאשׁ הַשָּׁנָה וְיוֹם הַכִּפּוּרִים. וְעַיֵּן לְעֵיל ס"ס קל"ה.

3. We do not bring a sefer Torah to people confined in prison, even on Rosh haShanna and Yom Kippur (see above, end of Orach Chaim 135:1).
