Se’if 1א׳
אֵין גּוֹזְרִין תַּעֲנִית עַל הַצִּבּוּר בִּתְחִלָּה בְּיוֹם חֲמִישִׁי, שֶׁלֹּא לְהַפְקִיעַ (פי' שֶׁלֹּא לְיַקֵר הַשַּׁעַר) שְׁעָרִים; וַאֲפִלּוּ בְּמָקוֹם שֶׁאֵין לָחוּשׁ לְכָךְ.
They do not decree a fast upon the congregation at the outset on a Thursday, so as not to force up prices (that is, not to raise the market price); and even in a place where there is no concern for this.
Se’if 2ב׳
אֵין גּוֹזְרִין תַּעֲנִית עַל הַצִּבּוּר בְּרָאשֵׁי חֳדָשִׁים, אוֹ בַּחֲנֻכָּה וּפוּרִים, אוֹ בְּחֻלּוֹ שֶׁל מוֹעֵד; וְאִם הִתְחִילוּ לְהִתְעַנּוֹת עַל הַצָּרָה, אֲפִלּוּ יוֹם אֶחָד, וּפָגַע בָּהֶם יוֹם (אֶחָד) מֵאֵלּוּ, מִתְעַנִּין וּמַשְׁלִימִין הַיּוֹם בְּתַעֲנִית.
They do not decree a fast upon the congregation on the New Moons, or on Chanukah and Purim, or on the intermediate days of the festival; and if they had begun to fast over a trouble, even one day, and a day (one) of these met them, they fast and complete the day in the fast.
Se’if 3ג׳
צִבּוּר שֶׁבִּקְּשׁוּ לִגְזֹר תַּעֲנִית שֵׁנִי וַחֲמִישִׁי וְשֵׁנִי, וּפָגַע בַּתַּעֲנִית ט"וּ בִּשְׁבָט, הַתַּעֲנִית נִדְחֶה לְשַׁבָּת הַבָּאָה כְּדֵי שֶׁלֹּא יִגְזְרוּ תַּעֲנִית בְּט"וּ בִּשְׁבָט שֶׁהוּא רֹאשׁ הַשָּׁנָה לָאִילָנוֹת; הַגָּה: מִיהוּ אִם הִתְחִילוּ לְהִתְעַנּוֹת, אֵין מַפְסִיקִין, כְּמוֹ בְּרֹאשׁ חֹדֶשׁ וְחֹל הַמּוֹעֵד (בֵּית יוֹסֵף).
A congregation that sought to decree a fast of Monday, Thursday and Monday, and the fast fell on the fifteenth of Shevat — the fast is pushed off to the following week, so that they should not decree a fast on the fifteenth of Shevat, which is the New Year for trees. Hagah [Rema]: However, if they have already begun to fast, they do not break off, as with the New Moon and the intermediate days of the festival (Beit Yosef).
