Se’if 1א׳

מִשֶּׁנִּכְנַס אָב מְמַעֲטִין בְּשִׂמְחָה; וּבַר יִשְׂרָאֵל דְּאִית לֵיהּ דִּינָא בַּהֲדֵי עַכּוּ"ם, לִשְׁתַּמִּיט מִנֵּיהּ דְּרִיעַ מַזָּלֵיהּ. הַגָּה: מִילָה שֶׁהִיא מֵרֹאשׁ חֹדֶשׁ עַד ט' בְּאָב נוֹהֲגִין שֶׁהַמּוֹהֵל וּבַעַל בְּרִית וַאֲבִי הַבֵּן לוֹבְשִׁין בִּגְדֵי שַׁבָּת (מִנְהָגִים); אֲבָל בְּלָאו הָכֵי, אָסוּר. אֲפִלּוּ בְּשַׁבָּת שֶׁל חָזוֹן אֵין מַחְלִיפִין לִלְבֹּשׁ בִּגְדֵי שַׁבָּת, כִּי אִם הַכֻּתֹּנֶת לְבַד (מָרְדְּכַי הל' תִּשְׁעָה בְּאָב וְהַגָּהוֹת אֲשֵׁרִי פ"ד דְּתַעֲנִית וַאֲגֻדָּה וְרוֹקֵחַ); אֲבָל פּוֹרְשִׂין פָּרֹכֶת שֶׁל שַׁבָּת, אִם לֹא שֶׁאֵרַע ט' בְּאָב בְּשַׁבָּת וְנִדְחָה, שֶׁאָז אֵין פּוֹרְשִׂין פָּרֹכֶת שֶׁל שַׁבָּת. וּמִי שֶׁיֵּשׁ לוֹ נִשּׂוּאִין בְּשַׁבַּת נַחֲמוּ, מֻתָּר לִלְבֹּשׁ בִּגְדֵי שַׁבָּת בְּשַׁבָּת שֶׁל חָזוֹן (מַהֲרִי"ל).

1. Laws of the Week that Tisha B'av falls within and in it 18 paragraphs. When one enters Av, we reduce in joy. Rema: A Bris Milah that is from Rosh Chodesh Av until Tisha B'av, we are accustomed that the Mohel, the Baal Bris (the one who holds the baby), and the father of the son wear Shabbos clothes (Minhagim). But beside for this, it is forbidden even on Shabbos Hazon (the Shabbos prior to Tisha B'av) we do not switch to wear Shabbos Clothes except for undergarments (Mordechai Laws of Tisha B'av and the Haagos Ashiri Chapter 4 of Taanis, and the Agudah, and the Rokeach). But we do spread the Shabbos Parachos Covering (i.e. the sheet cover in front of the Aron with the Torah Scrolls) except if Tisha B'av falls on Shabbos and is pushed off (to Sunday) then we not spread the Shabbos Parachos Covering. One who is marrying the week of Shabbos Nachmu (that is the week after Tisha B'av) is allowed to wear Shabbos Clothes on Shabbos Chazon (Maharil)

Se’if 2ב׳

מֵרֹאשׁ חֹדֶשׁ עַד הַתַּעֲנִית מְמַעֲטִים בְּמַשָּׁא וּמַתָּן וּבְבִנְיָן שֶׁל שִׂמְחָה, כְּגוֹן בֵּית חַתְנוּת לִבְנוֹ אוֹ בִּנְיָן שֶׁל צִיּוּר וְכִיּוּר, וּבִנְטִיעָה שֶׁל שִׂמְחָה, כְּגוֹן אַבּוּרְנְקֵי שֶׁל מְלָכִים שֶׁנּוֹטְעִים לְצֵל לְהִסְתּוֹפֵף בְּצִלּוֹ אוֹ מִינֵי הֲדַס וּמִינֵי אֹהָלִים; וְאִם הָיָה כָּתְלוֹ נוֹטֶה לִפֹּל, אַף עַל פִּי שֶׁהוּא שֶׁל שִׂמְחָה מֻתָּר לִבְנוֹת וּלְצֹרֶךְ מִצְוָה הַכֹּל שָׁרֵי (רַ"ן ספ"ק דְּתַעֲנִית); וְאֵין נוֹשְׂאִים נָשִׁים וְאֵין עוֹשִׂין סְעֻדַּת אֵרוּסִין, אֲבָל לֵאָרֵס בְּלֹא סְעֻדָּה מֻתָּר, וַאֲפִלּוּ בְּט' בְּאָב עַצְמוֹ מֻתָּר לֵיאָרֵס, שֶׁלֹּא יְקַדְּמֶנּוּ אַחֵר. הַגָּה: וְנוֹהֲגִין לְהַחְמִיר שֶׁאֵין נוֹשְׂאִים מִי"ז בְּתַמּוּז וָאֵילָךְ, עַד אַחַר ט' בְּאָב (מִנְהָגִים).

From Rosh Chodesh until the Fast we minimize business transactions and building of joy, example the wedding house for his son or the building of molding and decorating (i.e. of walls and ceilings). Or joyous planting, example a royal banqueting canopy that is planted for shade to stand in its shade or types of myrtle and other tents. If its wall is leaning to fall even though it is of joy, it is permitted to build (and for the needs of a mitzvah, all is allowed) (Ran Last Chapter of Taanis) . We do not wed women and we not make engagement meals, but engaging without a meal is allowed. Even on Tisha B'av itself, it is permitted to engage that one not precede him. Rema: Our custom is to be strict that we do not wed from the 17th of Tammuz and on until after Tisha B'av (Minhagim).

שָׁבוּעַ שֶׁחָל בּוֹ תִּשְׁעָה בְּאָב, אֲסוּרִים לְסַפֵּר וּלְכַבֵּס, אֲפִלּוּ אֵינוֹ רוֹצֶה לְלָבְשׁוֹ עַתָּה אֶלָּא לְהַנִּיחוֹ לְאַחַר ט' בְּאָב, וַאֲפִלּוּ אֵין לוֹ אֶלָּא חָלוּק אֶחָד, אָסוּר; וְכֵן הַמְכֻבָּסִים מִקֹּדֶם, בֵּין לִלְבֹּשׁ בֵּין לְהַצִּיעַ בָּהֶם הַמִּטָּה; וַאֲפִלּוּ מִטְפְּחוֹת הַיָּדַיִם וְהַשֻּׁלְחָן, אָסוּר. וְכִבּוּס שֶׁלָּנוּ, מֻתָּר; אֲבָל גִּהוּץ (פי' מַעֲבִירִין עַל הַבְּגָדִים אֶבֶן חָלָק לְהַחֲלִיקוֹ, עָרוּךְ) שֶׁלָּנוּ, אָסוּר. וּכְלֵי פִּשְׁתָּן, אֵין בָּהֶם מִשּׁוּם גִּהוּץ וַהֲרֵי הֵם כְּכִבּוּס שֶׁלָּנוּ, וּמֻתָּר; וְהָנֵי מִלֵּי לְגָהֲצָן וּלְהַנִּיחָן עַד אַחַר תִּשְׁעָה בְּאָב, אֲבָל אָסוּר לְלָבְשָׁן בְּשָׁבוּעַ זֶה. וְנָהֲגוּ לֶאֱסֹר אֲפִלּוּ כְּלֵי פִּשְׁתָּן, וַאֲפִלּוּ בְּכִבּוּס שֶׁלָּנוּ, בֵּין לִלְבֹּשׁ בֵּין לְכַבֵּס וּלְהַנִּיחַ; וְאֵין לְהָקֵל בַּדָּבָר, כֵּיוָן שֶׁנָּהֲגוּ, וְכָל שֶׁכֵּן דְּאֶפְשָׁר דְּמִדִּינָא נָמֵי אָסוּר, שֶׁהֲרֵי יֵשׁ מִי שֶׁכָּתַב דְּכִבּוּס שֶׁלָּנוּ קָרֵי (גִּהוּץ) לְשֶׁל בְּנֵי בָּבֶל שֶׁאֵין מִתְלַבְּנִים יָפֶה, לְפִי שֶׁמֵּימֵיהֶם הֵם עֲכוּרִים שֶׁאֵינוֹ אֶרֶץ הָרִים וּגְבָעוֹת כְּאֶרֶץ יִשְׂרָאֵל, וְכִבּוּס שֶׁל שְׁאָר אֲרָצוֹת אֶפְשָׁר שֶׁהוּא כְּכִבּוּס שֶׁל אֶרֶץ יִשְׂרָאֵל וְאָסוּר. וְעוֹד יֵשׁ מִי שֶׁפֵּרֵשׁ דְּגִהוּץ הַיְנוּ מַיִם וְאֵפֶר אוֹ נֶתֶר וּבוֹרִית, וְכִבּוּס הַיְנוּ בְּמַיִם לְבַד, וּבַזְּמַן הַזֶּה אֵין מְכַבְּסִים בְּמַיִם לְבַד וְנִמְצָא שֶׁכָּל כִּבּוּס שֶׁל זְמַן הַזֶּה הָוֵי גִּהוּץ, וְאָסוּר מִדִּינָא אֲפִלּוּ בִּכְלֵי פִּשְׁתָּן לְלָבְשָׁן מִיהָא. הַגָּה: וְאָנוּ נוֹהֲגִין לְהַחְמִיר בְּכָל זֶה מִתְּחִלַּת רֹאשׁ חֹדֶשׁ עַד אַחַר הַתַּעֲנִית, אִם לֹא לְצֹרֶךְ מִצְוָה, כְּגוֹן אִשָּׁה הַלּוֹבֶשֶׁת לְבָנִים מֻתֶּרֶת לְכַבֵּס וְלִלְבֹּשׁ לְבָנִים וּלְהַצִּיעַ תַּחְתֶּיהָ (רוֹקֵחַ וְאוֹר זָרוּעַ), אֲבָל בְּט' בְּאָב עַצְמוֹ לֹא תִּלְבַּשׁ לְבָנִים רַק לוֹבֶשֶׁת חָלוּק בָּדוּק וְיָפֶה (הַגָּהוֹת שַׁעֲרֵי דּוּרָא). וְכֵן לִכְבוֹד שַׁבָּת לוֹבְשִׁים כְּלֵי פִּשְׁתָּן וּמַצִּיעִין לְבָנִים כְּמוֹ בִּשְׁאָר שַׁבָּתוֹת. וְאָסוּר לִתֵּן כֵּלִים לְכוֹבֶסֶת עַכּוּ"ם לְכַבֵּס מֵרֹאשׁ חֹדֶשׁ וָאֵילָךְ, אֲבָל קֹדֶם רֹאשׁ חֹדֶשׁ מֻתָּר לָתֵת, אַף עַל פִּי שֶׁכּוֹבֶסֶת אַחַר רֹאשׁ חֹדֶשׁ (תּוֹסָפוֹת פ"ד דְּתַעֲנִית וּמַהֲרִי"ל).

The week that Tisha B'av falls in, it is forbidden to get a haircut or launder even if he does not want to wear now rather to place until after Tisha B'av or even if he only has one garment, it is forbidden. And the laundering of other lands it is possible that it is like the laundering of the Land of Israel, and forbidden. Additionally, there are that explain geyhutz as water and ash or carbonate or soap whereas laundering is just water. And today we do not launder in water alone and we find that laundering today is geyhutz and forbidden legally even linen garments to wear there is. Rema: We are accustomed to be strict in all of this from the beginning of Rosh Chodesh until after the fast unless for the need of a mitzvah like a women to wear white, it is allowed to launder and wear whites and fold underneath her (Rokeach and Or Zarua). But Tisha B'av itself, she should not wear whites rather wear a garment that is checked and nice [Haagos Shaarei Dora]. Similarly for the honor of Shabbos we wear linen clothes and fold whites (i.e. like tablecloths) like other Shabboses. It is forbidden to give garments to a Gentile launderer to launder from Rosh Chodesh and on, but before Rosh Chodesh it is allowed to give even though they will wash after Rosh Chodesh (Tosafos Chapter 4 of Taanis and the Maharil)
