Se’if 1א׳

אָסוּר לִכְתֹּב בְּחֹל הַמּוֹעֵד; וַאֲפִלּוּ לְהַגִּיהַּ אוֹת אַחַת בַּסֵפֶר, אָסוּר. הַגָּה: וּלְצֹרֶךְ רַבִּים יֵשׁ אוֹסְרִים כָּל שֶׁאֵינוֹ לְצֹרֶךְ הַמּוֹעֵד (ת"ה סִימָן פ"ה), וְיֵשׁ מַתִּירִין (כָּל בּוֹ וּבֵית יוֹסֵף). וְנָהֲגוּ לְהָקֵל בַּכְּתָב שֶׁלָּנוּ שֶׁאֵינוֹ מַעֲשֵׂה אֻמָּן.

1. Laws of Writing on Chol Hamoed, and in it is 2 paragraphs It is forbidden to write on Chol HaMoed even to note one letter in a book is forbidden. Note (Rema) for the needs of the public there are those that forbid, all that isn't for the needs of the Festival (Terumas HaDeshen Chapter 85), and there are those that allow (Kol Bo and Bais Yosef). Se’if 2ב׳

נִרְאֶה לִי שֶׁאִם אֵין לָהֶם סֵפֶר תּוֹרָה כָּשֵׁר לִקְרוֹת בּוֹ בְּצִבּוּר, מֻתָּר לְהַגִּיהַּ בְּחֹל הַמּוֹעֵד כְּדֵי לִקְרוֹת בּוֹ בְּצִבּוּר; וְכֵן בְּסִפְרֵי מִקְרָא וּגְמָרָא שֶׁצָּרִיךְ לִקְרוֹת בַּמּוֹעֵד, מֻתָּר לְהַגִּיהָם בַּמּוֹעֵד מִשּׁוּם דַּהָוֵי דָּבָר הָאָבֵד. וְאִם אֵין לָהֶם סֵפֶר תּוֹרָה כְּלָל, אִם אֶפְשָׁר לְכָתְבוֹ כֻּלָּהּ בְּחֹל הַמּוֹעֵד עַל יְדֵי סוֹפְרִים הַרְבֵּה, יִכְתְּבוּהוּ, דְּצֹרֶךְ הַמּוֹעֵד הוּא לִקְרוֹת בַּתּוֹרָה בְּצִבּוּר בַּמּוֹעֵד. הַגָּה: וְהוּא הַדִּין שְׁאָר סְפָרִים לִלְמֹד בָּהֶם (תְּרוּמַת הַדֶּשֶׁן סִימָן פ"ה וְרוֹקֵחַ).

2. It appears to me that is not to them a Kosher Sefer Torah to read with it with the Community, it is permitted to edit (i.e. fix errors) on Chol HaMoed in order to read with it with the Community. Se’if 3ג׳

כּוֹתֵב אָדָם תְּפִלִּין וּמְזוּזוֹת לְעַצְמוֹ, וְטוֹוֶה עַל יְרֵכוֹ תְּכֵלֶת וְצִיצִית (בֵּית יוֹסֵף) לְבִגְדּוֹ; וְאִם אֵין לוֹ מַה יֹּאכַל, כּוֹתֵב וּמוֹכֵר לַאֲחֵרִים כְּדֵי פַּרְנָסָתוֹ. הַגָּה: אוֹ שֶׁיִּהְיוּ לוֹ הוֹצָאוֹתָיו יוֹתֵר בְּרֶוַח לְשִׂמְחַת יוֹם טוֹב; (טוּר) וְאִם כְּתָבָן כְּדֵי לְהַנִּיחָן בַּמּוֹעֵד, בְּכָל עִנְיָן שָׁרֵי (סְמַ"ג). וְאֵינוֹ אָסוּר רַק כְּתִיבָה, אֲבָל עֲשִׂיָּתָן שָׁרֵי (בֵּית יוֹסֵף בְּשֵׁם תּוֹסָפוֹת).

3. A person can write tefillin, mezuzahs for oneself and spin on his thigh Techelis and Tzitzis (Bais Yosef) to wear. If there isn't to one what to eat, one can write and sell to others in order to sustain oneself. Note (Rema): Or if that there to him more expenses than the profit for the Joy of Yom Tov (Tur). If he writes in order to lay (i.e. put on) on the Festival in all matters it is allowed (Smag). It is not forbidden except the writing but making them is allowed (Bais Yosef in the name of Tosafos).
