Se’if 1א׳

בְּגָלֻיּוֹת שֶׁעוֹשִׂין שְׁנֵי יָמִים טוֹבִים מִסָפֵק, כָּל מַה שֶּׁאָסוּר בָּרִאשׁוֹן אָסוּר בַּשֵּׁנִי וְהָיוּ מְנַדִּין לְמִי שֶׁמְּזַלְזֵל בּוֹ; וְאִם הוּא צוֹרְבָא דְּרַבָּנָן, לֹא הָיוּ מַחְמִירִין לְנַדּוֹתוֹ אֶלָּא הָיוּ מַלְקִין אוֹתוֹ.

Laws of the second day of Yom Tov in the diaspora. Contains 3 sections In the diaspora where two days of Yom Tov are observed out of doubt — everything forbidden on the first day is forbidden on the second, and one who treats it lightly is excommunicated. If he is a Torah scholar, they do not go so far as to excommunicate him but rather flog him.

Se’if 2ב׳

אֵין חִלּוּק בֵּין רִאשׁוֹן לַשֵּׁנִי אֶלָּא לְעִנְיַן מֵת, וְכֵן לִכְחֹל אֶת הָעַיִן; הַגָּה: אוֹ שְׁאָר חֹלִי שֶׁאֵין בּוֹ סַכָּנָה (רַ"ן פֶּרֶק אֵין צָדִין) וְאַף עַל פִּי שֶׁאָסוּר בָּרִאשׁוֹן אֶלָּא עַל יְדֵי עַכּוּ"ם אִם אֵין בּוֹ סַכָּנָה, בַּשֵּׁנִי מֻתָּר אֲפִלּוּ עַל יְדֵי יִשְׂרָאֵל, חוּץ מִיּוֹם טוֹב שֵׁנִי שֶׁל רֹאשׁ הַשָּׁנָה דִּשְׁנֵי יָמִים קְדֻשָּׁה אַחַת אֲרִיכְתָּא הֵן. הַגָּה: וְדַוְקָא שְׁבוּת דְּרַבָּנָן דּוּמְיָא דְּמִכְחַל עֵינָא, אֲבָל אַב מְלָאכָה אָסוּר לְיִשְׂרָאֵל לַעֲשׂוֹתוֹ אֲפִלּוּ בְּיוֹם טוֹב שֵׁנִי (רַ"ן פֶּרֶק אֵין צָדִין וְהַמַּגִּיד פֶּרֶק רִאשׁוֹן).

There is no difference between the first and second day except regarding a corpse, and similarly regarding applying eye medication. Rema: Or other non-life-threatening illness (Ran Perek Ein Tzdin) Even though on the first day it is only permitted through a non-Jew when there is no danger to life, on the second day it is permitted even through a Jew. This does not apply to the second day of Rosh Hashana, since both days are one extended sanctity. Rema: This applies only to a rabbinic prohibition similar to applying eye medication, but a primary prohibited labor is forbidden for a Jew even on the second day of Yom Tov.

Se’if 3ג׳

בְּנֵי אֶרֶץ יִשְׂרָאֵל שֶׁבָּאוּ לְחוּצָה לָאָרֶץ, אֲסוּרִים לַעֲשׂוֹת מְלָאכָה בְּיוֹם טוֹב שֵׁנִי בְּיִשּׁוּב, אֲפִלּוּ דַּעְתּוֹ לַחֲזֹר; וְכָל זְמַן שֶׁלֹּא הִגִּיעַ לְיִשּׁוּב, אֲפִלּוּ אֵין דַּעְתּוֹ לַחֲזֹר, מֻתָּר, לְפִי שֶׁעֲדַיִן לֹא הֻקְבַּע לִהְיוֹת כְּמוֹתָן. אֲבָל אִם הִגִּיעוּ לַיִּשּׁוּב, וְאֵין דַּעְתּוֹ לַחֲזֹר, נַעֲשָׂה כְּמוֹתָן וְאָסוּר בֵּין בְּמִדְבָּר בֵּין בְּיִשּׁוּב. וְכָל חוּץ לַתְּחוּם אֵין נוֹתְנִין עָלָיו חֻמְרֵי מָקוֹם שֶׁהָלַךְ לְשָׁם.

Residents of the Land of Israel who came to the diaspora are forbidden to perform labor on the second day of Yom Tov in an inhabited area, even if they intend to return. As long as they have not reached an inhabited area, even if they do not intend to return, it is permitted, since they have not yet become established as residents there. But if they reached an inhabited area and do not intend to return, they become like the locals and are forbidden both in the wilderness and in an inhabited area. One who is beyond the boundary does not take on the stringencies of the place to which he traveled.
