Se’if 1 א׳
בִּרְכַּת הַתּוֹרָה, צָרִיךְ לִזָּהֵר בָּהּ מְאֹד.
One must be very diligent to say the Blessing of the Torah.
Se’if 2 ב׳
צָרִיךְ לְבָרֵךְ בֵּין לְמִקְרָא בֵּין לְמִשְׁנָה בֵּין לִגְמָרָא: הַגָּה: בֵּין לְמִדְרָשׁ (טוּר).
It is necessary to bless [before], whether [one is learning] Mikrah [scripture], or Mishnah, or Gemara. Rem"a: and for Midrash [Tur]
Se’if 3 ג׳
הַכּוֹתֵב בְּדִבְרֵי תּוֹרָה, אַף עַל פִּי שֶׁאֵינוֹ קוֹרֵא, צָרִיךְ לְבָרֵךְ.
One who writes words of Torah, even though he doesn't read them, he must bless.
Se’if 4 ד׳
הַמְהַרְהֵר בְּדִבְרֵי תּוֹרָה, אֵין צָרִיךְ לְבָרֵךְ: הַגָּה: וְה"ה דְּיָכוֹל לִפְסֹק דִּין בְּלֹא נְתִינַת טַעַם לִדְבָרָיו (רַ"ן פ"ק דְּשַׁבָּת וּפֶרֶק כָּל הַצְלָמִים כָּתַב דְּהָוֵי כְּהִרְהוּר).
One who thinks words of Torah does not need to bless. Rem"a: And this is the law of one who can rule on the law without giving a reason for one's words [Ran: Chapter 1 of Shabbat and Chapter "All images" - he wrote that it is like thinking]
Se’if 5 ה׳
בִּרְכוֹת הַתּוֹרָה אֲשֶׁר קִדְּשָׁנוּ בְּמִצְוֹתָיו וְצִוָּנוּ עַל דִּבְרֵי תּוֹרָה. וְהַעֲרֵב נָא וְכו' וַאֲשֶׁר בָּחַר בָּנוּ.
The Blessings of the Torah [are]: "...who makes us holy with His commandments and commands us regarding words of Torah", and "...please make sweet..." etc. and "...who chose us..."
