The Laws of Washing One's Hands. Containing 23 Se'ifim: One should wash his hands and recite the blessing "... concerning the washing of the hands". Rem"a: Some say to also recite "Who created...", even if one did relieve himself, and that is our custom (Abudraham). Water that is invalid for washing one's hands for a meal, [which is discussed] below in siman 160, is valid for washing one's hands for prayer. However, there is an opinion that says one should not recite a blessing upon it.
Se’if 2ב׳
יְדַקְדֵּק לְעָרוֹת עֲלֵיהֶם מַיִם ג' פְּעָמִים לְהַעֲבִיר רוּחַ רָעָה שֶׁשּׁוֹרָה עֲלֵיהֶן.
One should be careful to pour water on them three times in order to remove the evil spirit that rests on them.
Se’if 3ג׳

One should not touch his hands to his mouth, nose, ears, or eyes before washing.
