Se’if 1א׳
אַף עַל גַּב דִּכְתִּיב וּרְאִיתֶם אוֹתוֹ, סוּמָא חַיָּב בְּצִיצִית מִפְּנֵי שֶׁנִּתְרַבֶּה מֵאֲשֶׁר תְּכַסֶה בָּהּ, וּקְרָא דְּוּרְאִיתֶם אוֹתוֹ אִיצְטְרִיךְ לְמַעֵט כְּסוּת לַיְלָה ע"ל סִי' י"ח.
Who Is Obligated in ציצית. Containing 3 Se'ifim: Even though [the verse] states "And you shall look upon it" (Numbers 15:39), a blind man is [still] obligated in ציצית since the [verse] of "that you cover with" (Deuteronomy 22:12) comes to include [a blind man]. And the verse of "And you shall look upon it" is needed to exclude a nighttime garment.
Se’if 2ב׳
נָשִׁים וַעֲבָדִים פְּטוּרִים מִפְּנֵי שֶׁהִיא מִצְוַת עֲשֵׂה שֶׁהַזְּמַן גְּרָמָא: הַגָּה: וּמִכָּל מָקוֹם אִם רוֹצִים לְעָטְפוֹ וּלְבָרֵךְ עָלָיו הָרְשׁוּת בְּיָדָם, כְּמוֹ בִּשְׁאָר מִצְוַת עֲשֵׂה שֶׁהַזְּמַן גְּרָמָא (תוס' וְהָרֹא"שׁ וְהָרַ"ן פ"ב דְּר"ה וּפ"ק דְּקִדּוּשִׁין) אַךְ מִחְזֵי כְּיוּהֲרָא לָכֵן אֵין לָהֶן לִלְבֹּשׁ צִיצִית הוֹאִיל וְאֵינוֹ חוֹבַת גַּבְרָא (אָגוּר סי' כ"ז) (פי' אֵינוֹ חַיָּב לִקְנוֹת לוֹ טַלִּית כְּדֵי שֶׁיִּתְחַיֵּב בְּצִיצִית וּלְקַמָּן בְּסִימָן י"ט אָמַר כְּשֶׁיֵּשׁ לוֹ טַלִּית מֵאַרְבַּע כְּנָפוֹת וְלוֹבְשׁוֹ) טֻמְטוּם וְאַנְדְּרוֹגִינוּס חַיָּבִין מִסָפֵק, וְיִתְעַטְּפוּ בְּלֹא בְּרָכָה: (פי' טֻמְטוּם לֹא נוֹדַע אִם הוּא זָכָר אוֹ נְקֵבָה וְאַנְדְּרוֹגִינוּס יֵשׁ לוֹ זַכְרוּת וְנַקְבוּת) הַגָּה: וּלְפִי מַה שֶּׁנָּהֲגוּ נָשִׁים לְבָרֵךְ בְּמִצְוַת עֲשֵׂה שֶׁהַזְּמַן גְּרָמָא גַּם הֵם יְבָרְכוּ (דִּבְרֵי עַצְמוֹ):
Women and slaves are exempt [from wearing ציצית] because it is a positive commandment which is time-dependent. Rem"a: Nevertheless, if they wish to wrap [in ציצית] and say the blessing on it, they may do so as with all time-dependent commandments (Tosafot , the Rosh, and the Ran - chapter 2, Tractacte Rosh Hashanah and first chapter of Tractate Kiddushin). However, it appears as haughtiness, therefore, they should not wear ציצית, as it is not a commandment on the person (Agur - siman 27); meaning, [a person] is not obligated to buy himself a טלית (ie a four cornered garment) in order to obligate himself to wear ציצית. And below in Chapter 19, he (ie. Shulchan Aruch) wrote that [one is only obligated in the commandment of ציצית] when he has a four cornered garment and he wears it. A tumtum and an androgynous are obligated [in the commandment of ציצית] out of doubt and so they should wrap without a blessing. (The meaning of tumtum is that it is unknown whether he/she is male/female, and an androgynous has both male and female genitals). (Rem"a: And since it is our custom that women say the blessing when they fulfill time-dependent commandments, they should bless here as well) (His own opinion).
Se’if 3ג׳
קָטָן הַיּוֹדֵעַ לְהִתְעַטֵּף, אָבִיו צָרִיךְ לִקַּח לוֹ צִיצִית לְחַנְּכוֹ: הַגָּה: וְדַוְקָא כְּשֶׁיּוֹדֵעַ לַעֲטֹף ב' צִיצִית לְפָנָיו וּשְׁנַיִם לְאַחֲרָיו (הַגָּהוֹת מַיְמוֹנִי פ"ג) וְיוֹדֵעַ לֶאֱחֹז הַצִּיצִית בְּיָדוֹ בִּשְׁעַת קְרִיאַת שְׁמַע (מָרְדְּכַי סוֹף פֶּרֶק לוּלָב הַגָּזוּל):
A child who knows how to wrap himself [in a טלית], his father must purchase ציצית for him in order to educate him. Rem"a: And this specifically when the child knows to wrap himself (ie. to wear it) with 2 ציצית in the front and 2 in the back (Hagahot Maimoni - Chapter 3) and he knows how to hold the ציצית in his hand during the recitation of the Shema (Mordechi - end of the chapter "Lulav Hagazul").
