Se’if 1א׳
אַרְבַּע צִיצִיּוֹת מְעַכְּבִין זֶה אֶת זֶה, שֶׁכָּל זְמַן שֶׁאֵין בָּהּ כָּל הָאַרְבַּע אֵינָהּ מְצֻיֶּצֶת כְּהִלְכָתָהּ, וְהַיּוֹצֵא בָּהּ לִרְשׁוּת הָרַבִּים בְּשַׁבָּת חַיָּב חַטָּאת: עַיֵּן לְקַמָּן סִי' ש"א סָעִיף ל"ח.
The Laws of Tzitzit on Shabbos, 3 paragraphs 1. The four tzitziyot are indispensable to one another, for as long as all four are not on it, it is not fringed according to its law. And one who goes out with it to the public domain on Shabbat is liable for a sin-offering. (See below, Siman 301, paragraph 38.)
Se’if 2ב׳
אִם הִיא מְצֻיֶּצֶת כְּהִלְכָתָהּ, מֻתָּר לָצֵאת בָּהּ לִרְשׁוּת הָרַבִּים, בֵּין טַלִּית קָטָן בֵּין טַלִּית גָּדוֹל: אֲפִלּוּ בַּזְּמַן הַזֶּה שֶׁאֵין לָנוּ תְּכֵלֶת רַק שֶׁלֹּא יְהֵא מֻנָּח לוֹ עַל כְּתֵפָיו (דִּבְרֵי רַ"ן וְר"י פ' חָבִית דַּף ק"ח ע"ב) וּמוּקְמִינַן לְטַלִּית אָחֶזְקָתֵיהּ שֶׁהוּא מְצֻיָּץ כְּהִלְכָתוֹ וְאֵין צָרִיךְ לְבָדְקוֹ קֹדֶם שֶׁיֵּצֵא בּוֹ (דִּבְרֵי תְּשׁוּבַת הָרֹא"שׁ כְּלָל ב' וּתְשׁוּבַת הָרַמְבַּ"ן סִימָן (רט"ו) [ר"ט] וְכָל בּוֹ בְּשֵׁם הַרַמְבַּ"ם פ' י"ט מֵהִלְכוֹת שַׁבָּת).
2. If it is fringed according to its law, it is permitted to go out with it to the public domain, whether a small tallit or a large tallit, even in this era when we do not have techelet — only that it not be resting on his shoulders (words of the Ran and Ri, chapter Chavit, folio 108b). And we establish the tallit on its chazakah (presumed established status), that it is fringed according to its law, and there is no need to check it before he goes out with it (words of the responsum of the Rosh, Klal 2, and the responsum of the Ramban, Siman 215, and Kol Bo in the name of the Rambam, Chapter 19 of the Laws of Shabbat).

אִם נוֹדַע לוֹ בְּשַׁבָּת כְּשֶׁהוּא בְּכַרְמְלִית שֶׁהַטַּלִּית שֶׁעָלָיו פָּסוּל לֹא יְסִירֶנּוּ מֵעָלָיו עַד שֶׁיַּגִּיעַ לְבֵיתוֹ דְּגָדוֹל כְּבוֹד הַבְּרִיּוֹת: הַגָּה: וַאֲפִלּוּ טַלִּית קָטָן שֶׁתַּחַת בְּגָדָיו אֵין צָרִיךְ לִפְשֹׁט וְהוּא הַדִּין אִם נִפְסַק אֶחָד מִן הַצִּיצִיּוֹת וּמִתְבַּיֵּשׁ לֵישֵׁב בְּלֹא טַלִּית דְּיוּכַל לְלָבְשׁוֹ בְּלֹא בְּרָכָה מִכֹּחַ כְּבוֹד הַבְּרִיּוֹת (בֵּית יוֹסֵף בְּשֵׁם הַתְּשׁוּבָה) וְדַוְקָא בְּשַׁבָּת דְּאָסוּר לַעֲשׂוֹת צִיצִית אֲבָל בְּחֹל כְּהַאי גַּוְנָא אָסוּר (מָרְדְּכַי ה"ק דַּף צ"א):
3. If it became known to him on Shabbat, while he is in a karmelit, that the tallit upon him is invalid, he should not remove it from himself until he reaches his home, for great is human dignity. Rema: Even a tallit katan that is beneath his garments he need not remove. And the same law applies if one of the tzitziyot was severed and he is embarrassed to sit without a tallit — he may wear it without a blessing on account of human dignity (Beit Yosef in the name of the responsum). And this is specifically on Shabbat, when it is forbidden to make tzitzit; but on a weekday, in such a case, it is forbidden (Mordechai, first chapter, folio 91).
