Halacha 1א׳

הַתְּרוּמוֹת וְהַמַּעַשְׂרוֹת אֵינָן נוֹהֲגִין מִן הַתּוֹרָה אֶלָּא בְּאֶרֶץ יִשְׂרָאֵל. בֵּין בִּפְנֵי הַבַּיִת בֵּין שֶׁלֹּא בִּפְנֵי הַבַּיִת. וּנְבִיאִים הִתְקִינוּ שֶׁיְּהוּ נוֹהֲגוֹת אֲפִלּוּ בְּאֶרֶץ שִׁנְעָר מִפְּנֵי שֶׁהִיא סְמוּכָה לְאֶרֶץ יִשְׂרָאֵל וְרֹב יִשְׂרָאֵל הוֹלְכִין וְשָׁבִין שָׁם. וְהַחֲכָמִים הָרִאשׁוֹנִים הִתְקִינוּ שֶׁיִּהְיוּ נוֹהֲגוֹת אַף בְּאֶרֶץ מִצְרַיִם וּבְאֶרֶץ עַמּוֹן וּמוֹאָב מִפְּנֵי שֶׁהֵם סְבִיבוֹת לְאֶרֶץ יִשְׂרָאֵל:

Heave-offerings and tithes are not in force by Torah law except in the Land of Israel, whether when the Temple is standing or when the Temple is not standing. And the prophets ordained that they should be in force even in the land of Shinar, because it is near to the Land of Israel and most of Israel go and return there. And the early Sages ordained that they should be in force also in the land of Egypt and in the land of Ammon and Moab, because these are round about the Land of Israel.

Halacha 2ב׳

אֶרֶץ יִשְׂרָאֵל הָאֲמוּרָה בְּכָל מָקוֹם הִיא בָּאֲרָצוֹת שֶׁכִּבְּשָׁן מֶלֶךְ יִשְׂרָאֵל אוֹ נָבִיא מִדַּעַת רֹב יִשְׂרָאֵל וְזֶהוּ הַנִּקְרָא כִּבּוּשׁ רַבִּים. אֲבָל יָחִיד מִיִּשְׂרָאֵל אוֹ מִשְׁפָּחָה אוֹ שֵׁבֶט שֶׁהָלְכוּ וְכָבְשׁוּ לְעַצְמָן מָקוֹם אֲפִלּוּ מִן הָאָרֶץ שֶׁנִּתְּנָה לְאַבְרָהָם אֵינוֹ נִקְרָא אֶרֶץ יִשְׂרָאֵל כְּדֵי שֶׁיִּנְהֲגוּ בּוֹ כָּל הַמִּצְוֹת. וּמִפְּנֵי זֶה חִלֵּק יְהוֹשֻׁעַ וּבֵית דִּינוֹ כָּל אֶרֶץ יִשְׂרָאֵל לִשְׁבָטִים אַף עַל פִּי שֶׁלֹּא נִכְבְּשָׁה כְּדֵי שֶׁלֹּא יִהְיֶה כִּבּוּשׁ יָחִיד כְּשֶׁיַּעֲלֶה כָּל שֵׁבֶט וְשֵׁבֶט וְיִכְבּשׁ חֶלְקוֹ:

The Land of Israel that is spoken of in every place is the lands that a king of Israel or a prophet conquered with the consent of the majority of Israel — and this is what is called a conquest by the many. But an individual of Israel, or a family, or a tribe, that went and conquered a place for itself, even from the land that was given to Abraham, is not called the Land of Israel such that all the commandments should be in force in it. And for this reason Joshua and his court divided the whole Land of Israel among the tribes, even though it had not been conquered, so that it should not be a conquest by an individual when each and every tribe went up and conquered its portion.

הָאֲרָצוֹת שֶׁכָּבַשׁ דָּוִד חוּץ לְאֶרֶץ כְּנַעַן כְּגוֹן אֲרַם נַהֲרַיִם וַאֲרַם צוֹבָה וְאַחְלָב וְכַיּוֹצֵא בָּהֶן אַף עַל פִּי שֶׁמֶּלֶךְ יִשְׂרָאֵל הוּא וְעַל פִּי בֵּית דִּין הַגָּדוֹל הוּא עוֹשֶׂה אֵינוֹ כְּאֶרֶץ יִשְׂרָאֵל לְכָל דָּבָר וְלֹא כְּחוּצָה לָאָרֶץ לְכָל דָּבָר כְּגוֹן בָּבֶל וּמִצְרַיִם. אֶלָּא יָצְאוּ מִכְּלַל חוּצָה לָאָרֶץ וְלִהְיוֹתָן כְּאֶרֶץ יִשְׂרָאֵל לֹא הִגִּיעוּ. וּמִפְּנֵי מָה יָרְדוּ מִמַּעֲלַת אֶרֶץ יִשְׂרָאֵל מִפְּנֵי שֶׁכָּבַשׁ אוֹתָם קֹדֶם שֶׁיִּכְבּשׁ כָּל אֶרֶץ יִשְׂרָאֵל אֶלָּא נִשְׁאַר בָּהּ מִשִּׁבְעָה עֲמָמִים. וְאִלּוּ תָּפַס כָּל אֶרֶץ כְּנַעַן לִגְבוּלוֹתֶיהָ וְאַחַר כָּךְ כָּבַשׁ אֲרָצוֹת אֲחֵרוֹת הָיָה כִּבּוּשׁוֹ כֻּלּוֹ כְּאֶרֶץ יִשְׂרָאֵל לְכָל דָּבָר. וְהָאֲרָצוֹת שֶׁכָּבַשׁ דָּוִד הֵן הַנִּקְרָאִין סוּרְיָא:

The lands that David conquered outside the land of Canaan — such as Aram Naharayim and Aram Tzovah and Achlav and the like — even though he is a king of Israel and acts by the word of the Great Court, are not like the Land of Israel in every respect, nor like outside the Land in every respect, as Babylonia and Egypt are. Rather they have gone out from the category of outside the Land, but to being like the Land of Israel they have not attained. And why did they fall short of the standing of the Land of Israel? Because he conquered them before he had conquered the whole of the Land of Israel; rather there remained in it some of the seven nations. And had he taken hold of the whole land of Canaan to its borders and afterwards conquered other lands, his whole conquest would have been like the Land of Israel in every respect. And the lands that David conquered are the ones called Syria.
