Rabbi Hoshaya Rabbah, of the first amoraic generation in Eretz Yisrael, taught at Caesarea and was Rabbi Yochanan's teacher. With Rabbi Chiya he gathered and edited the tannaitic teachings that had been left outside the Mishnah, and the Talmud's rule follows from that work: a baraita that did not pass through the school of Rabbi Chiya and Rabbi Hoshaya is not to be relied on.

For that he is called the father of the Mishnah. He is cited by other sages some twenty times and named some hundred and seventy, spread across thirty-four tractates rather than gathered in any one — which is what one expects of a man whose contribution is to the reliability of the sources rather than to a particular area of law.

'the father of the Mishnah' — the mishnah that did not pass through his school and Rabbi Chiya's is not to be relied on.
