The Midrash Rabbah is aggadah — the sages' own readings of Scripture: homily, parable and interpretation. It is not a code of law and not the plain sense of the verse; it is how the tradition has always heard them.
The Hebrew is the complete Midrash Rabbah of the TE edition, one edition across all ten books, via Sefaria — public domain by the edition’s own identity, with each book’s catalogue record kept as published. The English is the Sefaria Midrash Rabbah of 2022, complete and section for section beside the Hebrew (CC BY). 7 numbered sections are empty in the edition itself — Esther Rabbah 1:9 and 7:14–18, and Devarim Rabbah 2:27 — and each says so at its own address rather than being skipped.
